UAE, Panama, and Costa Rica are three of the most popular low-tax jurisdictions for freelancers. Here is how they compare on taxes, cost of living, banking, and residency access.

Freelancers earning €60,000–€200,000 per year often pay 40–50% in taxes in Western Europe or North America — primarily because they have never explored what legal alternatives exist. The options are more accessible than most assume.
FIXE GROUP compares jurisdictions based on your income level, client geography, and lifestyle preferences, then handles the full relocation and entity setup so you can focus on your work.
UAE, Panama, and Costa Rica each offer near-zero or zero taxation on foreign-source income for qualifying residents. The UAE has 0% personal income tax and requires establishing a company (FZCO). Panama has 0% on foreign-source income with minimal physical presence requirements. Costa Rica applies a territorial tax system similar to Panama, with a lower cost of living and a simpler residency process for many nationalities. The best choice depends on your income level, desired lifestyle, and how much time you spend working while traveling.
The UAE has no personal income tax. A UAE resident (183+ days) with a UAE-based FZCO earns foreign-source income entirely tax-free. Annual costs: free zone license ($1,500–$5,000/year), office/flexi-desk requirement, residency visa fees (~$2,000). Cost of living is high, particularly housing in Dubai. However, the UAE address is valued by international clients and banks. Best for: high earners ($200K+/year) for whom a $5,000/year setup cost is negligible.
Panama's territorial tax means foreign-source freelance income is completely exempt. A Friendly Nations Visa gives EU and US freelancers a clean residency with no minimum day requirement after grant. Monthly cost of living in Panama City: $1,800–$3,500. Banking is improving but still requires careful navigation. Best for: freelancers earning $50,000–$200,000/year who want a genuinely low-cost base.
Costa Rica applies a territorial tax system under its Tax Reform Law (Law 9635 of 2018). Foreign-source income is not taxed. The Rentista and Pensionado visas are accessible to most nationalities. Cost of living in San José or beach areas: $1,500–$3,000/month. Costa Rica is politically stable, has reliable internet, and a large expat community. Best for: freelancers earning $30,000–$120,000/year who value lifestyle and lower setup complexity.
